Recommendation ICG/PTWS-XXVIII.3 requested the development of a draft PTWS Medium-Term Strategy for 2022-2029 to be discussed by the PTWS Steering Committee in 2020, and approved by the next ICG/PTWS session in 2021. The Medium-Term Strategy for 2022-2029 should take in account the Sendai Framework for Disaster Risk Reduction, Key Performance Indicators (KPI) process and the PTWS drivers of the UN Decade of Ocean Science for Sustainable Development. In 2020, the PTWS Steering Committee reviewed and provided comments on a first draft. The final draft addressed all comments and feedback and was approved at ICG/PTWS-XXIX.

The PTWS Medium-Term Strategy (PTWSMTS) outlines the vision of a continuously improving Pacific Tsunami Warning and Mitigation System (PTWS) to meet stakeholder requirements during the period 2014–2021. This MTS is aligned with the eight year cycle of our parent body’s Medium–T erm Strategy. The Intergovernmental Oceanographic Commission (IOC) MTS (Resolution XXVII-2, part B) identifies early warning systems as an important part of its strategic vision and has aligned its MTS with the strategic planning cycle of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The PTWS MTS focuses on describing general and essential strategic objectives to ensure an effective and efficient tsunami warning and mitigation system that is interoperable wherever possible with the other ocean basins and seas. The structure of the PTWS Working Group (WG) derives from the PTWS MTS and is described in the PTWS Working Group Structure document (ICG/PTWS-XXIII, Annex VI). Details of the methods of accomplishing these strategic objectives are defined in the PTWS Implementation Plan (version 2, 2001, draft document, IOC Technical Series No 86).

The PTWS Medium Term Strategy (PTWS MTS) was approved at the ICG/PTWS-XXIII in February, 2009. It describes the basic directions towards continuously improving the Pacific Tsunami Warning & Mitigation System to meet stakeholder requirements during the period 2009-2013. The WG Chair recommended that the WG continue inter-sessionally in order to obtain and consider the recommendations of the PTWS Working Groups, and to report at ICG/PTWS-XXII. He noted the importance of building upon and updating the ITSU Master Plan (IOC/INF-1124).

The Group established an inter-sessional working group for the development of a medium-term strategy for the Pacific tsunami warning and mitigation system to recognize the new context of an end-to-end framework and take into consideration the need to further develop and maintain national systems in a multi-hazard context.
