Implementation Plan

 

This Implementation Plan (ImPlan) describes the current status of the PTWS and highlights the requirements and specifications for upgrading the existing Pacific Tsunami Warning and Mitigation System (PTWS). The implementation of actions contained in this plan is the sole responsibility of Member States.  However, where resources are limited, Member States are encouraged to seek support through existing bilateral agreements and from other donors that can provide financial and technical support to achieve the deliverables. The actions below comprise of activities that Member States should integrate into their national development plan, annual implementation plan, and be part of the budgets of national and/or local agencies that have tsunami mitigation and warning responsibilities.  The implementation, improvement and upgrading of ocean-wide Tsunami Warning Systems (TWSs) is a complex on-going process involving Member States (MS) activities and commitments through their respective agencies and institutions as well as the active participation of international organizations. Special mention deserves the need for involvement, ownership and commitment of local concerned communities through the organized civil society and local institutions including schools. Thus this Implementation Plan is at the same time a reference document which provides guidelines and defines priorities, and a dynamic document, which reflects the current status of the PTWS at a given time. Updated versions of the Implementation Plan will be maintained at the Intergovernmental Oceanographic Commission (IOC) web site and distributed at ICG/PTWS sessions.
